SMC floats classified advt seeking private teachers

ITANAGAR, Aug 29: The School Management Committee Chairman of Government Secondary School Pakke-Kessang under East Kameng district, Sunil Nabum has published a classified advertisement on Tuesday seeking private teachers of mathematics and science to teach in the school.

It said that no mathematics and science classes are being held in the school ever since lone Junior Teacher of mathematics, Gemi Angu was promoted to Post Graduate Teacher and subsequently transferred to Government Higher Secondary School Rupa in West Kameng district on June 30, 2017.

"Ever since the teacher was promoted and transferred from our school, no reliever has come so far", said Sunil.

Apparently, the Education Department's rationalization of teachers’ transfer and posting is taking a toll on many government schools across the state.

Appalled by the deteriorating education scenario in the school due to absence of subject teachers, the SMC Chairman published a classified advertisement in this daily on Tuesday, seeking private subject teachers for maths and science, who have requisite professional qualifications.

"Observing the current situation in the school, we have decided to advertise positions seeking private teachers who have the requisite degrees of BEd and BSc", said Sunil.

"For the last two months, no mathematics and science classes have been conducted, and no reliever has arrived yet despite repeated pleas with the Director of School Education", the SMC Chairman stated.

However, he made it clear that in the published advertisement, the name of Head Master In-charge, Rup Techi Tara was an error. He further clarified that giving an advertisement seeking private teachers is not against the authority, but rather a means to provide quality education.

The SMC classified advertisement looking for subject teachers in local media for the government school is a huge embarrassment for both the Education Department and as well as the Education Minister.

Government Secondary School Pakke-Kessang was established in 1966 and was upgraded in 1992 as a secondary school.

When contacted, DDSE Seppa Kata Rangmo confirmed the shortage of PCM teachers in the said school and informed that despite repeated representations for immediate sending of reliever, the authority concerned has failed to post reliever so far.

Rangmo further informed that the district is facing deficit of subject teachers, especially mathematics and science.

Director School Education, Gania Lazi clarified that the department has already initiated for posting of teachers through rationalization to deficit district, including Government Secondary School Pakke Kessang of East Kameng. However, the DSE did not specify the time frame.

The Education Department effected rationalization of teachers transfer and posting on July 8, while also issuing transfer orders of more than 268 Trained Graduate Teachers from the Capital Complex and 563 teachers from West Siang, East Siang and Lower Subansiri districts, stating that these districts had excessive teachers.

The exercise was carried out in all 3317 schools across the state.

On June 20 last, while convening a coordination meeting with the Education Department, Chief Minister Pema Khandu had urged the department to effect the rationalization of transfer and posting process and he also informed that a resolution was adopted in the state Assembly, wherein all members had agreed to support the state government taking measures to rationalize and streamline the Education Department.

The Arunachal Pradesh government has approved creation of Department of Indigenous Faith & Cultural Affairs to "preserve and promote culture and faiths of the indigenous communities of the state."

Chief Minister PemaKhandu's cabinet noted that "due to globalization, exposure and external influences, the indigenous communities of the state are fast getting disconnected from rich culture and languages and therefore at the risk of disappearing into oblivion".

Strong and alarming yet soothing words for the people of a state where Hindi and English languages have replaced our languages, where newer religions have replaced the traditional practices and indigenous knowledge.

So much so that even the devotional songs of Donyi Polo and Rang Frah religions are a poor imitation of Christian hymns and the accompanying rituals are copied unabashedly from Hindu religion. Changing times perhaps calls for changing practices, even if dilution in the name of religion makes it appear very alien to most of us who grew up at a time, when indigenous practices were still part of our lives although many traditional practices made us cringe.

Those were the time, when the traditional priests made prophecies, based on shape of the chicken liver or the egg and dreams. Today, these practices are gone but newer ones have taken over most homes.

A huge dot using black kohl is applied on the forehead of children to ward away evil spirits, which is a classic example of Hinduisation of indigenous practice while the Christian version is not drinking locally brewed beers but acceptance of foreign liquors.

Indigenous culture and practices are prone to changes with changing times, and it’s an individual choice but we still have some time to save our languages from perishing. While the state has not done much to save the languages, there have been efforts by some of the larger communities to document it, as well as come up with scripts that are scientific. But at the same time, in an effort to give a common language, many other languages will die eventually, because it does not fit into the larger identity politics that has gripped the state.

If we are not proud of our languages, the repository of our identity and indigenous knowledge, we have no right to speak about saving indigenous faith and culture, as it is all interlinked.

The coming days will tell us the relevance of the department announced by the government. To start with, the languages in Arunachal need scripts. It is for the younger generation to decide if they want to speak their native languages, while they master foreign languages in order to climb the social ladder. But we can make a start by giving them a platform to learn the languages. We owe it to our children.

The VIPs have already taken over our festivals from our priests and priestess as power and money lure us. The thought itself is agonizing but time is not far, when the traditional chants will be played from mobile phones because there will be no one left to sing the songs and the hymns.

Experts for trans-boundary cooperation on Brahmaputra basin

BANGKOK, Aug 29: Trans-boundary collaboration and sound water management are key to mutually beneficial water utilisation and flood control in India and three other riparian countries of the Brahmaputra basin, experts have said.

The Brahmaputra basin spreads over China, Bhutan, India and Bangladesh and has a total area of 5,80,000 square kilometres.

The river, one of the major rivers in Asia, flows 50.50 per cent in Tibet, 33.60 per cent in India, 8.10 per cent in Bangladesh and 7.80 per cent in Bhutan. India and Bangladesh constitute more than 95 per cent of the total population of the Yarlung Zangbo-Brahmaputra-Jamuna basin, which bears the brunt of the floods.

"Water utilisation in the Yarlung Zangbo-Brahmaputra- Jamuna river is a challenge due to its narrow width and high drainage density which produces high flood wave causing severe flood damage in the lower riparian countries of the basin", said Arup Sarma of the Indian Institute of Technology (IIT) Guwahati at a workshop on Water and Neighbourhoodorganised by the Third Pole here recently.

He said taking necessary safety precautions can prevent loss of lives and minimise flood damage.

An understanding exists between four countries - China, India, Bhutan and Bangladesh - but a multilateral body comprising the four countries can go a long way to address the trans-boundary issues of the river basin and ensure its proper management, said Anamika Barua of IIT Guwahati.

The Brahmaputra basin has the highest water resources potential but its utilisation percentage is low mainly due to its high temporal variation of more than 75 per cent in four months leading to severe floods, erosion and drought. PTI

Schools without MDM, smart classrooms

ROING, Aug 29: Only two out of four Roing schools were serving Mid Day Meals (MDM) due to non-release of conversion cost since October 2016 from the state office in Itanagar.

During a routine visit to schools, Roing ADC ChestaYadav and DDSE Ego Doye observed that MDM implementation has drastically been affected due to untimely release of conversion cost by the government, and that it required immediate attention.

Headmasters concerned expressed their inability to further invest from their own pockets, coupled with shopkeepers reluctant to provide grocery items on credit for too long.

Similarly, only two schools were found utilizing the K-Yan system for smart classes. The school authorities informed that they were unable to conduct smart classes as internal wiring, fittings and fixtures were totally damaged due to an electrification work done a considerably long time back, adding that repairs could not be made due to unavailability of funds.

Earlier, numerous children accompanied by their parents were found assembled in UPS Balek for Aadhar card registration for feeder schools in and around the locality.

The Aadhar registration had begun since August 17 last in the district, with one cluster of 19 schools already covered. (DIPRO)

Nirjuli without power, residents react

ITANAGAR, Aug 29: Agitated over the lack of power supply in Nirjuli Township for a week, angry residents surrounded the Nirjuli Power House and demanded immediate restoration of power supply.

Residents of 'D' Sector and Dikrong Colony, Nirjuli have been facing hardship due to power failure since a week as the transformer installed at 'D' Sector, Nirjuli had burst on Wednesday last, snapping power to entire 'D' Sector area Nirjuli and part of Dikrong Colony.

KolmaYogin Youth Association (KYYA), President, Nabam Laya and General Secretary Chera T Ngoha in a press release on Tuesday informed that the transformer had burst due to overload since it was not a high power transformer which was actually needed for the said area.

They alleged that the Assistant Engineer of Nirjuli section had informed that the department cannot replace the old transformer but can only repair it, which would take much time.

"The Junior Engineer and Assistant Engineer have simply assured us that they would look into the matter on priority and repair the damaged transformer within three days, but a whole week has passed without any action on their part', he claimed and appealed to the local MLA and Power Minister to look into the matter and release adequate fund for purchasing a new high power transformer for the area immediately.

Meanwhile, police sources informed that the crowd is under control and officials from the Power and Police departments held negotiations with the agitating residents. The Power Department reportedly assured to restore power supply by late Tuesday night or Wednesday morning.

AICU raises concerns on saffronisation of education

ITANAGAR, Aug 29: The All India Catholic Union (AICU) raised concerns on the reported serial attempts by the central and state governments to 'saffronise' all levels of education in the country by direct changes in academic curricula, text books and teachings.

The AICU, in its general conference, held from August 25 to 27 in Bangalore, also decided to take legal action against the Chief Minister of Jharkhand, Raghubar Das, and his government who recently pushed an anti-religious conversion bill in the state legislature.

It claimed that the Chief Minister added insult to injury by using public money to issue an outrageous newspaper advertisement which uses a garbled statement of Mahatma Gandhi made before Independence to target Christians.

"Our lawyers are currently in the process of finalising our petition", Spokesperson of AICU, Dr John Dayal said.

The AICU also noted the hate speeches that emanated from the recent session of Sangh Parivar organisations in Goa, and called on President of India, Ram Nath Kovind and Prime Minister, Narendra Modi to order exemplary action against such hate mongers.

The AICU also expressed grief on reports of denial to burial rites to one late Rita Haorei at her village in Leingangching, Ukhrul district of Manipur. The Union called upon the authorities concerned to intervene in the matter to arrive at an amicable solution and ensure that the remains of late Rita are finally laid to rest as per her last wishes.

Leaders of the Arunachal Pradesh Catholic Association, Tok Buttum, Taw Tebin, Pekhi Nabum and Takam Majeng attended the AICU general conference, which was attended by about 500 delegates from all over India.

NE orgs mourns passing of rights defender

GUWAHATI, Aug 28: North East human rights groups have mourned the death of Vijay K Nagaraj, former Director of Amnesty International, India.

Vijay died in an accident between Batticaloa from Colombo on August 25.

"During his stint as the Director of Amnesty International India in the turn of the century, he had taken it upon himself to ensure that the human rights violations committed by the Indian state in Northeast India receive all the attention that it deserved.

Despite severe restrictions placed on the work of human rights defenders, he and his colleagues at Amnesty International showed tremendous patience and courage to conduct workshops in different parts of the Northeast, read a joint statement by AmiyaGogoi of AsomMohilaSachetan Mancha, NeinguloKrome of Naga Peoples Movement for Human Rights, BubumoniGoswami of ManabAdhikarSangramSamiti and BablooLoitongbam of Human Rights Alert.

"Many today will not recall clearly the terror unleashed by the state in the 1990s and early 2000s.

Our organisations lost many members to secret killers and the state machinery. During those desolate days, it meant a lot to have the unqualified support of comrades like Vijay Nagaraj", it said.

Later, Vijay joined the Tata Institute of Social Sciences and was instrumental in reshaping the structure of the prestigious educational institution.

APST employees urge DC to review order

ITANAGAR, Aug 29: The All Arunachal Pradesh State Transport Employees Welfare Association (AAPSTEWA) has strongly opposed the Capital Complex Deputy Commissioner's order allowing private vehicles to park at APSTS, Itanagar Station complex citing that it does not have enough space to accommodate all private vehicles along with STS vehicles.

In a representation to the Capital Complex Deputy Commissioner on Tuesday, the AAPSTEWA appealed to him to review the said order and provide parking facilities to private commercial vehicles to a different area other than the APSTS station complex, Itanagar.

The association stated that all the state transport service buses operate from the APSTS and are parked at the station in different intervals in between their turn-up duties in and around the twin capital cities from early morning till evening; therefore, it will not be practical to park these vehicles at ISBT.

'The APSTS, Itanagar station does not have enough space in the Station Complex to accommodate all private commercial vehicles along with STS vehicles needed at the station', it claimed, adding that often some private commercial vehicles remain parked in one place for hours together creating difficulties in entry and exit of vehicles.

It has further threatened to resort to democratic action in case the state government does not revoke the order in the larger interest of the commuters soon.

AAPSU warns violators of ILP rule, questions SI's role

ITANAGAR, Aug 29: The All Arunachal Pradesh Students Union (AAPSU) has strongly condemned the incident in which three people without ILP forcibly tried to enter Roing town without obtaining Inner Line Permit (ILP).

In a statement, AAPSU General Secretary Tobom Dai has termed the incident as an insult to the people of Arunachal and asked the citizens of Assam not to disrespect the existing laws.

"If they don't want to follow rules then they are not welcome here. As per the Bengal Eastern Frontier Regulation of 1873, Arunachal is a protected state and outsiders have to obtain prior ILP to enter the state. Anyone who tries to violate this law should be strongly punished," said Dai.

The AAPSU also expressed shock over the ill treatment meted out on IRBn personnel Kanggo Pertin.

"Sub-Inspector Abraham Taying should be immediately suspended for failing to performing his duty properly. Instead of arresting Assamese youths for illegally trying to enter Arunachal, SI Taying humiliated IRBn jawan Pertin by making him apologize to the law breakers. This is not acceptable to us. In fact, IRBn jawan Pertin should be rewarded for excellently performing his duty," Dai added.

The AAPSU also stated that it will raise the issue with the All Assam Students Union (AASU) as the miscreants who tried to illegally enter Arunachal had claimed to be members of the AASU.

Meanwhile, the Arunachal Pradesh Youth Congress (APYC) has also strongly condemned the incident and termed it as failure of the district administration.

"Instead of protecting IRBn jawan Pertin, who stood up against bullying tactics of Assam and protected the law of the land, the senior police and administrative officials have miserably failed him. Proper magisterial inquiry should be done to probe the whole incident. SI Abraham Taying and other officials who forced jawan Pertin to apologize should be immediately suspended for free and fair probe," said APYC General Secretary and Spokesperson Arjun Panye.

116 sportspersons receive cash incentives

ITANAGAR, Aug 29: The state government on Tuesday provided cash incentives amounting to Rs 74 lakh among 116 meritorious sportspersons, who have brought laurels to the state by winning medals in various regional, national and international level competitions.

The function was organized coinciding with National Sports Day celebration at the State Banquet Hall here.

The incentives were awarded based on performance of the sportspersons during the year 2011 to 2016.

The lion share of the incentive was grabbed by the weightlifters with Jimjang Deru alone receiving Rs 16.5 lakh. Gold medal winning performance in the 17th Youth (Boys & Girls) Weightlifting Championship held in Doha, Qatar during 2014-15 and Commonwealth Youth Games held in Apia Samoa in 2015 fetched Jimjang the whopping cash incentive.

Deru created a new national record in 'Clean & Jerk' event in men's 62 kg category with a lift of 153kg to secure gold in the Senior National Weightlifting Championships. His uncle Khandu Deru accepted the incentive from the Chief Minister as Jimjang is currently undergoing training in Australia.

Cash incentives were provided to two archers, 10 shuttlers, three boxers, 26 karatekas, seven mountaineers, 20 Judokas, one shooter, nine Taekwondo players, five paddlers (Table Tennis), one Tent Pegging, 19 Wushu players and nine lifters.

Chief Minister Pema Khandu, his Deputy Chowna Mein, state BJP President Tapir Gao and others presented the cash incentives in form of cheque to the sportspersons.

Congratulating the sportspersons, Pema reiterated his government's commitment for the welfare of sportspersons and development of sports and games.

Pema informed that the central government headed by Prime Minister NarendraModi has the intent to take the country forward in games and sports and therefore has taken up the 'Mission Olympic' under which the ambitious programme 'Khelo India' is being implemented. He said that Union Minister for Youth Affairs and Sports Vijay Goel has personally assured to offer every possible help to Arunachal Pradesh in developing its sports infrastructure.

He welcomed the suggestion put forward by the state BJP State President of having at least one sports complex with all basic facilities in every assembly constituency of the state. He called upon his legislator colleagues to work in this direction so that talented sportspersons can be identified from far flung areas and offer them with basic training.

The Chief Minister, however, expressed regret that the State Sports Policy, which was tabled in 2012, is yet to be finalized and released. When he called upon the Department to tighten up its belts, Sports & Youth Affairs Secretary Dani Salu assured that the State Sports Policy as well as the Policy for Youth Affairs will be finalized and submitted to the government by the end of next month.

The Chief Minister also admitted the fact that meritorious sportspersons who are absorbed in government jobs through the sports quota get completely cut off from sports, which is a loss for the state. He assured the issue will be brought up in the Cabinet and find out a way to facilitate sportspersons in government job to continue playing for the state and the country.

He urged budding sportspersons to avail all benefits in offer from the government by excelling in their respective fields. He informed that the sports policy, which will be launched soon, also offers Rs 3 crore for Gold, Rs 2 crore for Silver and Rs 1 crore for Bronze in the Olympics.

"So aim for the highest, aim for the Olympics as even for participation in Olympics the government offers Rs 25 lakhs," he said.

Deputy Chief Minister Chowna Mein hailed the cash incentive initiative by the department and called for its continuation. He said that the initiative was started with good intentions but due to some reasons it got derailed for a couple of years and assured the state government will support it for all the years to come.

Mein also stressed on the need to create proper infrastructure for development of sports and churn out exceptional sporting talents. He suggested that before creating manpower like district sports officers in the districts, infrastructure be created first.

He asserted that games and sports be given more emphasis in the eastern districts of the state where youths are succumbing to drug addiction.

"Only through games and sports we can bring our wayward youths into the mainstream," Mein said.

Meanwhile, Arunachal Olympic Association (AOA) General Secretary Abraham K Techi submitted a memorandum to the state government on behalf of the sporting fraternity and sought assistance of the state government to resolve issues, like construction of Olympic Bhavan, grants-in-aid, trained coaches, multipurpose indoor stadiums, appointment of DSO/ADSO, etc.

He further urged the government for creation of at least 100 NIS trained coaches for various sports disciplines, initiation for establishment of Centre of Excellence to groom and provide world class training to the talented sportspersons. Underscoring the role of coaches in the success of players, the AOA Secretary General also proposed the government for providing incentives to coaches.

Earlier, the Chief Minister along with Deputy Chief Minister and others paid tributes to the decorated portrait of hockey wizard, Major Dhyan Chand, on whose birth anniversary the National Sports Day is celebrated.

ITWs write to Chief Secretary

ITANAGAR, Aug 29: In a letter addressed to the state Chief Secretary, the Itanagar Traffic Wardens on Tuesday have appealed to her to attach their services and wages under the office of the Capital Complex Deputy Commissioner.

The ITWs have stated that since the ADM-cum-CEO, who is presently controlling the ITWs for traffic management of the twin capital cities has already been assigned additional important duty relating to National Highway project (Itanagar-Banderdewa), it would be an added burden for him to give proper attention on the traffic management and disposing routine problems of ITWs.

Court reserves judgment on bail petition of Tani Jongkey

ITANAGAR, Aug 25: The Sessions Court of Yupia has on Tuesday fixed September 1 next as the date for pronouncement of judgment regarding the bail petition of accused Tax and Excise Joint Commissioner, Tani Jongkey in the alleged child molestation case.

The police have already filed a charge sheet in this regard.

The accused has been charged under section 341, 354 and section 8 of the Protection of Children from Sexual Offences Act, 2012 for alleged sexual assault on a 11 year old girl on June 2 last. He could serve three to five years of imprisonment if found guilty.

Security forces NSCN exchange fire

KOHIMA, Aug 29: Security forces reportedly exchanged fire with NSCN (R) cadres near Kovin Honkap, Changlang.

AK-56, M-16 Rifles with ammunitions, under barrel grenade launcher were recovered from the scene following a major operation in the evening of August 28.

Blood stains at the site indicates likely casualty of the insurgents, said an army report.

Meritorious badminton players felicitated

ITANAGAR, Aug 29: Meritorious sportspersons in the field of badminton were felicitated on the annual felicitation programme of the Arunachal State Badminton Association (ASBA) and in tune with the National Sports Day by the ASBA at the MLA Cottage Badminton Stadium on Tuesday.

Addressing the top-ranked shuttlers of the state, ASBA president Techi Rotu expressed confidence of producing players who can represent the state and country in various national and international arenas with the support of the state government.

ASBA Chairman Bamang Tago congratulated all the players of the state who were felicitated by the government in a different ceremony earlier on the day.

ANJAW, Aug 29: The Krishi Vigyan Kendra, Anjaw organized a brainstorming session on "Strategies, Polices and Practices for Alleviating Rural Poverty under Sankalp Se Siddhi and Role of KVKs, CAU, ICAR, Line Departments of Arunachal Pradesh" to generate all possible innovative ideas for poverty alleviating and doubling farmers' income by 2022.

Conducted under the flagship programme of "Sankalp Se Siddhi: New India Movement (2017-2022)", various issues and agenda were discussed upon by faculty members from College of Horticulture & Forestry, Pasighat and scientists of KVK Anjaw, along with heads of various line departments of Anjaw district.

Chairing the programme, Deputy Commissioner In-charge B Towsik urged all participants to participate actively and take a pledge to formulate location-specific strategies and planning to take the district on the right path of sustainable livelihood development.

PBG Associate Professor, Dr Mukul Kumar stressed on development of location-specific agro-forestry model for higher productivity and conservation of biodiversity of the region.

Dr Bhanu Prakash Mishra and Dr M M Kumawat of CHF also discussed on various urgent needs for the welfare of the farming community, while Senior Scientist and Anjaw KVK Head Dr Manish Kanwat earlier briefed on the objectives of the brainstorming session.

Meanwhile, the Aalo and Ziro units of the Directorate of Field Publicity also organized a special outreach programme on "Naye Bharat ka Manthan-Sankalp Se Siddhi" at Yigi-Kaum village of West Siang district on August 28.

Earlier, a public rally was held and the 'New Indian Movement' pledge was taken by all participants, which was led by Lieutenant Abhinay (5th INF), Indian Army.

Aalo Deputy Commissioner Swetika Sachan, resource person L R Singh (Lt Crnl )5th INF, Indian Army and Head Gaon Burah of Yigi-kaum village N Ori appealed to all to learn about the programmes and policies of the government so that they could avail the benefits. They called for joining hands with the government for all round development and for a new India.

Aalo ZPC Y Bagar recalled the sacrifices of martyrs during the Quit India Movement, while DFP, FPO M Basar earlier explained about the aims and objectives of the awareness programme.

On the occasion, a Kabaddi competition amongst women of Yigi Kaum village was held, besides a film screening and play by the Song and Drama Division of Guwahati, Assam. Winners of quiz competition were also awarded on the day.

APESU celebrates National Sports Day

ITANAGAR, Aug 29: The Arunachal Physical Education and Sports Union (APESU) celebrated National Sports Day with the theme "Sports is the best weapon in the battle for peace on Earth" at Government Higher Secondary School, Chimpu.

National Sports Day is celebrated every year on August 29, the birth anniversary of Dhyan Chand, one of the greatest field hockey players of all time.

Yoga demonstration and football final match were the main highlights of the day-long programme, where Government Higher Secondary School won the match beating Government Secondary School, Chimpu.

BJP Youth leader Jekke Tako attended the programme and encouraged the youths to participate in games and sports activities, stating that sports inculcate discipline, friendship and brotherhood, besides keeping one physically fit and mentally sound.

Earlier, floral tributes were paid to the portrait of Dhyan Chand.

Headmaster, Momik Boje Kamki, School Management Committee members, teachers and students, local public attended the prorgamme.

Assessment prog for identification of MRPs begins

ITANAGAR, Aug 29: The National Institute of Rural Development and Panchayati Raj, Hyderabad, in collaboration with State Institute of Rural Development (SIRD) and state Panchayati Raj Department is conducting four days orientation-cum-assessment programme for identification of Master Resource Persons, which began at the SIRD Complex here on Tuesday.

In his inaugural address, DIRD DD, Dr V K Sharma requested the participants to become partners of development under the Ministry of Panchayati Raj, while Consultant, Centre for Panchayati Raj, NIRD, Md Taquiuddin highlighted the NIRD's endeavour to develop a pool of resource persons through various methods.

DD-cum-SNO-PR department, A G Ligu called upon the participants to take maximum benefit from the programme as they, after being certified as master trainers, will have to shoulder the responsibility to create awareness and capacity building of the Panchayat leaders in rural areas, which ultimately will lead to success of local self governance and implementation of various development programmes.

SIRD AD S W Bagang, who is also course director of the programme, highlighted the benefits of being identified as master resource person to the participants. He requested them to be the part of capacity builders of elected PR representatives in the days to come by qualifying the assessment test to be conducted in last two days of this four days programme.

Altogether, 47 master trainers from the districts have registered themselves for the assessment test.

Smart classrooms launched in West Kameng

BOMDILA, Aug 29: Deputy Commissioner Sonal Swaroop launched smart classrooms under the Chief Minister's Adhunik Shiksha Yojana on Tuesday morning at Government Higher Secondary School, Bomdila.

Addressing the students and teachers, the Deputy Commissioner said that the use of the audio- visual equipment would go a long way in helping the children learn more in a playful manner. She, however, said the flagship programme would be a success, only if the students become smarter with the technology made available.

Urging the students to adapt to the new technology, DDSE D W Kharma opined that with the introduction of the Integrated Community Computers (ICC), the learning process has been simplified and made enjoyable.

Under the Adhunik Shiksha Yojana, 35 government schools of the district have been covered, which include seven higher secondary schools, six secondary, eight ME schools and 14 primary schools. At least 70 teachers, two from each school, have already been provided the training.

ICC equipments have also been issued to the respective schools. (DIPRO)

AAPSU conducts workshop on women issues

ITANAGAR, Aug 29: The All Arunachal Pradesh Students' Union (AAPSU) conducted a workshop on the topic "Women Today: Issues and Challenges in Arunachal", with the theme "AIDS is preventable, but not curable", here on Tuesday.

While Special Secretary, Education, Mitali Namchoom spoke on self-enlightenment, CDPO, Kago Asha highlighted women-related central government schemes.

Resource person Tadar Mepung stressed on the need of changing mindset, while Nikita Dangen spoke on the legal provisions, particularly for women. Another resource person Tashor Pali gave emphasis on sex education.

Earlier, AAPSU Women Wing Convenor, Bengia Mupu highlighted the aims and objectives of the workshop, while General Secretary, Kipa Yanu also gave her inputs.

Besides students of various institutions and schools, AAPSU executive body members, Parliamentary Secretary for Industries, Textiles Handlooms and Handicraft, Karya Bagang and Indian Council for Child Welfare, Arunachal Pradesh President, Jarjum Ete also attended the programme.

PHC Tali facing shortage of basic amenities

TALI, Aug 29: Informing that Public Health Center, Tali has been functioning without basic amenities like bench-tables, stretchers and beds, the All Tali Area Students' Union (ATASU) has appealed to the Kra-Daadi District Medical Officer (DMO) to look into the issue and ensure that the said amenities are provided to the PHC.

In a letter to the DMO on Monday, the students' union has also claimed that the medicine store and toilet at the PHC are dilapidated and in urgent need of repair.

AVP felicitates priests of Sartang community

JERIGAON, Aug 29: The Arunachal Vikas Parishad (AVP) has felicitated 74 priests of the Sartang community of West Kameng district in a felicitation function held at Jerigaon on Monday.

Addressing the function, Bomdila EAC, Sang Khandu emphasized on permanent solution to the problems faced by the priest community, who are working hard for the wellbeing of the society. He also advised the people to give more importance to education of their children.

Stressing on the need of proper use of government fund and implementation of schemes, the EAC further exhorted everyone to serve the nation in their best capacity.

Earlier, Joint Organizing Secretary of Kalyan Ashram North East Zone, Sandeep Kavishwar explained about the aims and objectives of AVP, saying that AVP or Kalyan Ashram is working with the motto of promoting oneness, patriotism and all-round development of tribal communities.

Through this felicitation programme, AVP is trying to make people aware of the importance of indigenous tradition and culture, he said.

The priest community of Salari, Jerigaon, Khoina, Rahung, Darbu, Warjong, Khoitam, Dungchang and nearby villages and gaon burahs, Anchal Samiti members and Gram Panchayat members of the area attended the programme.

Labour union demands increment in labour wages

ITANAGAR, Aug 29: In a memorandum to the Chief Minister on Tuesday, the Capital Complex unit of All Arunachal Pradesh Labour Union (AAPLU) has claimed that the labourers of Forest Corporation have not received their increment despite the Government of India announcing a raise in the wages of labourers.

Urging the Chief Minister to take immediate steps to ensure that the labourers get their pending increment at the earliest, the AAPLU said that workers are facing immense difficulties due to the inordinate delay in release of their raised pay and sought early release of their pending bonus as well.

Association against disturbing activities in Ganga Lake

ITANAGAR, Aug 29: The All Lorr Bath Youth Association (ALBYA) has objected to granting permission to any organization, individual or group to conduct activities in Ganga Lake and its vicinity that can pose threat to the lake and disturb its environment.

Stating that an association has been granted permission to organize a fishing competition in the lake from September 9 by the authority concerned, the ALBYA, in a representation to the Chief Secretary, appealed for immediate revocation of the permission granted to the said organization.

The association stated that recently a DJ night was held by an organization in the vicinity of the lake, which has polluted and disturbed the peaceful environment of the lake.

A representation was submitted to the Chief Secretary by IX Bath-Ganga Panchayat on August 18, appealing her office not to grant permission to any individual, groups or NGOs to organize such activities in the vicinity of Ganga Lake without proper intimation to the Panchayat leaders and association of the area.

The association lamented that in spite of the representation, permission has been granted to organize the fishing tournament in the lake.

The association threatened to organize 'Chakka Bandh' on September 9 from Zoo Tinali to Ganga Lake (Gyakar Sinyik), if the authority fails to fulfil its demand within eight days.

Shocking incident

The incident of three youths from neighbouring Assam forcibly trying to enter Roing town from Shantipur check gate without obtaining ILP should raise alarm bell ringing in corridor of power in Itanagar. This is the first such reported incident wherein the outsiders have refused to acquire legal permit in order to visit Arunachal. It is well known to everyone that Arunachal is a protected state and outsiders cannot buy land and have to acquire ILP before entering the state.

Despite knowing the rule, the youths from neighbouring state reportedly refused to obtain ILP and instead indulged in provocative acts which could have lead to clash between Assam and Arunachal. The Arunachal Pradesh police posted at Shantipur check gate should have arrested the youths for trying to illegally enter state. They have miserably failed to safeguard the law of land. Also learning from the experience state government should ask the Assam counterpart to sensitize its citizen about sensitive subject like ILP system. The provocative act like the one committed by three Assamese youths at Shantipur check gate can create trouble between the two states. In order to avoid this kind of incident the police personnel from both the states posted along Assam-Arunachal boundary should develop better coordination. If they constantly remain in touch the issues which has potential to disrupt peace can be easily resolved.

Modify mass transfer of teachers

Dear Editor,

Through your esteemed daily, I would like to draw the attention of the concerned authority to the recent mass transfer of teachers at Namsai district. The transfer has evoked sharp reactions from the common public in the district. It may be mentioned that 159 teachers, most of them ladies, have been transferred from Chongkham, Namsai and Lekang circles overlooking their grievances such as medical ground, old age, joint posting, children education and nearing superannuation. Some of the lady teachers, posted in the Primary schools close to the border areas, who went to join at their posting places found no accommodation facilities. Before sending recommendation, the District Education Officers should have submitted school-wise names of teachers to Itanagar by giving comments in the 'Remarks Column' so as to justify taking action, as done earlier.

Besides, teachers alone are not at fault for the poor performance of students in the examination. 'No detention policy' of Central Govt. is also one of the main hindrances in producing quality education.

Therefore, I take this opportunity to express my view before the Govt. of Arunachal Pradesh to treat this letter as an appeal to 'modify' the transfer of the lady teachers with genuine grievances on humanitarian ground so that they can perform their duties sincerely.

Discriminatory practices

Dear Editor,

Apropos Poonam I Kaushish's article "Spirituality, sex & scam" (August 29, 2017), the Supreme Court of India's landmark verdict on triple talaq needs to be followed up with other reforms. Discriminatory practices such as archaic polygamy and wearing of the patriarchal burqa and the casteist sacred thread must now also be stopped. While gender justice and gender ratio speak in favour of monogamy, wearing of the burqa or a sacred thread is not in conformity with our evolutionary progress. We have to shed the baggage of discrimination to move forward.

Again, the Supreme Court has come up with another historic judgement declaring privacy a fundamental right. Indeed, it is our system and administration that need to be absolutely transparent to check corruption. But to make people's refrigerators and mobile phones transparent is not only unnecessary but also dangerous especially in a country that wants to remain democratic. In this context, we can recall what the head of the Chamar tribe told the king in Tagore's poem ~ "Juta abiskar" (Discovery of shoes) ~ "If you cover your feet then you don't have to cover the earth." This simple truth carries a great message. Without becoming a Peeping Tom in the name of cleaning the dirt in our society, administration needs to be well covered so that it itself can remain free from corruption thus enabling it to govern without any prejudice and to create a clean socio-political environment.

Disrupted BSNL

Dear Editor,

It is a matter of great resentment that Landline Telephones and Broadband services of BSNL in P-Sector area, Itanagar have been defunct for the last 10 days and the BSNL authorities are not taking any tangible action for restoring the service. The disruption causes great difficulty for the consumers especially students. Despite repeated requests for early restoration of service, the authorities have not taken any fruitful action so far.

The consumers have unanimously decided that in the backdrop of non-availability of aforesaid services, the period of communication disruption should be exempted from monthly rent.
